It is unclear what dictates the loaned unit leveling tokens. I have friends with level 9 while I'm at level 5, with no clear distinction.
Is it intended to be random like this? Is there some way in which it is under player control? Additional information would be appreciated.
i have a 6 star, and 9 loaned unit tokens.
some one in my colosseum have a 6 star R4, lvl 16 and 25 loaned unit tokens!!!

Did you claim inbox before opening era units screen for the first time? I think this is the reason as I’m facing same :(
additional info -- after running through more details, perhaps it is related to star level. My friend has 5* R5 due to some good fortune with shard packs. So our best guess is this gave more loan levels.
