In my opinion, I think the biggest issue with these packs is that the descriptions are very misleading.
From what I've read here, these packs, including those for DT and DK all say 5-30 shards, which most people would read or understand to mean you will get between 5 and thirty shards. The feedback though seems to indicate however that it's actually 5 shards or 30. I have found in my limited experience of buying other bundles such as the citadel pack which indicates 10-100 shards is the same way.
So in most cases people would consider this false advertising.
The easiest way to fix this or at least make it more transparent for the consumer would be to outright say "this pack will reward you with either 5 or 30 shards for the the following character(S)"
Or the way I'd like to see it would be to say "this package will reward you with either 5 shards at x% or 30 shards at 100-x%"
Again, transparency in consumer advertising.
