The easiest way to fix this or at least make it more transparent for the consumer would be to outright say "this pack will reward you with either 5 or 30 shards for the the following character(S)"
Or the way I'd like to see it would be to say "this package will reward you with either 5 shards at x% or 30 shards at 100-x%"
Again, transparency in consumer advertising.
My two cents.
It's 100% misleading. "5-30" means "Five through thirty". It doesn't mean "Five OR thirty". 5-30 means a possible amount between five and thirty, including both numbers. This is common knowledge.
This game needs some type of government regulation. I wonder what the BBB would think of their tactics.
It's essentially gambling, and that's regulated. We have to be given the odds before spending money when it comes to casinos and the lottery. Somehow they're getting around this. We're spending money for a chance to get something and have no idea what those chances are.
