Not true. Pretty big difference in health, physical damage and special damage.
3* works perfectly, that difference would improve him just slightly but 3* is amazing. It's his abilities that matter https://swgoh.gg/u/mozza/ Yet to find a team I can't beat on offence, and don't drop out of the top 5 on defence.
