Lumi Omega Force Blast question
I know the cooldown is -1 for Omega. Is there a way to make this stick 100% of the time with gear?

It is actually an Everquest term. It is derived from spec_proc (special procedure).
In games before Everquest attacks had simple damage. EQ introduced special procedures, or a chance for something extra (special) to happen (proc) when attacking.
