I think Mace should have 100 counter (like Dooku) BUT it should be able to hit stealthed players.
or if you want to make him truly a beast...give his counter a new name...reprisal or reciprocation and make it so that it works even if Mace is dazed...or the person attacking has stealth...AND make it counter even on the ones like Dooku or Leia that say cant be countered.
