It doesn't remove debuffs, but obviously you mean buffs.
Even so, it doesn't reliably remove them, I'm assuming he's bugged, but EA never acknowledges bug reports unless they get like 1,000 of them in the forums.
Many characters that are supposed to remove ALL effects don't.
