The first thing he needs is for his Expose to flash 2-3 times when it appears. That would help immensely and cost them nothing in terms of balance.
Every character can't be the #1 character, that just won't work. Some have to be meh.
But as others have pointed out, why are so many non-named characters way better than him? Shouldn't tertiary characters be meh and named characters be good?
The simplest fix for him is to raise his HP and leave him alone, then there's no worry about re-balancing. Don't get me wrong, he needs more, but I think giving him top HP would do it. If you let him linger on the battlefield (you'll kill him last because he stinks) there's a good chance his Expose will eventually work.
Expose is so unreliable:
1) Useless when AI-controlled
2) Activates 45% of the time.
3) With 5 enemies there is only a 20% chance it will activate on the enemy you want. 45% x 20% = 9% useful.
4) You don't always notice it pop up, so there's an X% chance you'll miss it, even when he does it. (Especially when there are a lot of red debuffs on the screen already). The game is a grind, we just click-click-click all day long and attack whoever we're focusing on. It's not like we stop every turn, evaluate the screen, think about our move, then carefully hit the button. Any time you just hit "Attack" because that's what you do in this game, you can miss his Expose.
Anyway 45% * 20% * X% = A lot lower than 9%
