Sad thing is I can totally see them adding this and thinking its a good deal. Especially when 99% of the time it will be a mk 5 laptop or mk 4 stun gun.

He doesn't say there will be a level cap increase this month or in the next update just that there will be one at some point. Doesnt mean there won't be but he doesn't say that

The comment on Reddit that he is clarifying speaks about the 'next major update' so it is quite likely that it will be soon

It's still not 100% clear. Also, EA_Jesse said he was sure the next big update will make everyone happy. It would be quite disappointing and show just how disconnected they are from the playerbase if they think a level cap increase will make everyone happy.
