Make Credit Heist WEEKLY event, makes cuffs more available

With the new push to start leveling as many characters as possible for metas, synergies, mod challenges, etc the community notices Credits are hard to come by now and GW simply doesn't cut it anymore....

So credit heist came up this week...which means even though it potential could not be it has been weekly. Someone pointed out in a different thread that they thought they had missed one week but was still on the 6-12 day schedule.... so that point is just didn't need to be made.

I am hoping with the new raid we will see a new lvl of challenges that will start feeding more gear into the mix.
