Make Credit Heist WEEKLY event, makes cuffs more available

With the new push to start leveling as many characters as possible for metas, synergies, mod challenges, etc the community notices Credits are hard to come by now and GW simply doesn't cut it anymore....

While I wish the credit heist was on a set day, there have been 3 recent changes that is pushing to get people to logon more often.

Move of Arena tokens from rewards to daily activity.
Credit Heist being on a random day.
TD event being on a random day.

This is a game designed to make some money.
IMO someone has determined that the more people that logon on more often the higher chance of them spending money on something.
Same with challenges timers, seems no logical reason for them other than to get you to keep logging on.
