Well... sure felt like it took forever to farm him to 7* ... so, yes?

Forever relative to many other toons. If you don't already have him at 7*, you can't expect CG to help you with that.

Logray has been in the guild store for over a year. At this point, if you do not have him at seven stars, it is because you chose other priorities.
