As for the facial scan, I think about it differently.
In a police evidence locker for a big city, when a cop in uniform or an assistant district attorney with their badge/card shows up, they ask them to sign out the evidence in the evidence log, but that's not to check who they are. They **might** be a fake cop in a fake uniform. They might have stolen the district attorney credentials. But we trust the card. That's the security measure. The signature helps track who they gave what, but it's not the security measure.
Mando has a data stick with his clearance - although like the stolen credentials above, this has been stolen/forged.
The facial scan is not the security measure. It's just asking for his face as a "signature" to keep a record of who checked out that data. It will only ever be looked at if they discover later that the data access wasn't authorized.
It also stops R2, of course. There have to be lots of slicer droids that would be stopped by this (though other slicers might be good enough to bypass the facial scan).
