B2 has a 40% chance to proc only ... means when you use it, it does never proc and when the opponent (AI) uses it, it procs 80% of the time ... in average ( 0 + 80 ) / 2 = 40 ;)

Lol mauls lead is only 20% chance but it procs 100% of the time if not more
