Maybe a bug - Punishing One
I started with my Profundity rebell fleet against a Malevolance with a head hunter fleet. 1. Profundity, 2. Outrider - both full damage on Punishing One. PO got ability block and many other debuffs....

An oversight on your part. As per TPO’s kit:
Whenever an enemy attacks out of turn, reduce the cooldown of Wanted: Dead by 1 (tripled if the enemy is Light Side)
Punishing One dispels all debuffs on itself and ignores Taunt effects on its first turn
