He will be a meta changing character, you will have needed to farm ST Han, Leia, Old Ben, Farmboy, and 5 other empire characters to 7*. So you'll need a total of 9 characters, beat the R2 event, then beat the Luke event.
Buying refresh, and possible journey packs. Already getting Empire packs to get R2.
I think that in the future, great legendary characters will need a greater amount of farmable characters, for instance Jango Fett.... may require Separatist, Bounty Hunters, and clones. This is where the game will change. The shards come easily, the gear and mods are hard and cost capital.
