Gearing him would indeed be another story, but without the stars in the first place, the gear is irrelevant. One can overcome a low geared character in some circumstances or with lucky RNG, but if the stars are a hard lock on entry it doesn't matter what the gear supply is like.
At least if we can unlock him, we can succeed or fail from there. No shards/stars, the gear level could be 1 or could be 11, doesn't matter.

I have 84 characters at 7*. Just because they've been around 'for ages' doesn't mean everyone has had time to work on this one specific character. GS, Lando, Biggs, Chirpa, Dooku, 86, etc, there have been plenty of things to farm.
Plus, as you said, these characters have indeed been around for ages. What's the harm in putting them in a store, as they've done for dozens of others? Still costs us arena or GW or guild or Cantina points.
Hell, shard shop him (as an always available 5/10/30, that is), along with some Empire characters for those who will need to work on R2 (whom I have at 7*, to be clear, I don't need nor care whether they do or not myself, but I can empathize with those trying to catch up on short notice).
