The answer lies in when they actually officially confirm the last four requirements for GL Mando. If they put these new units on hard node farm, that delays you getting them to 7 for a longer time. I'm ftp bouncing between K2 and K3 and I have been buying the 12 card pulls. That essentially takes all my crystals every two week period. At this point, I'm not sure if it is worth it. I get the toons to 6, but don't even get them to g13 across the board. CG really needs to fix the economy going forward to make it closer to the original eras. If you are spending 13K crystals per character, I think you should be able to get them to g13, including the journey character.
