No, they use the word "offset" by the normal humans definition which does not necessarily imply parity.
Now actually go look up the definition of "offset". Almost every definition of the word (especially those referring to finances) uses the term "balance" or "counterbalance".
The very origin of the word (and hence its use) comes from scales and balancing them, by placing equal weight on one side to "offset" the weight on the other.
I don't really care that much about the GA rewards, but let's at least be intellectually honest here.
