If Cad's Hutt Cartel, why not IG86?

IG-86 droids were assassin droids not bounty hunters and I dont believe Jabba the Hutt had any, but Ziro the Hutt did.

Cad Bane was hired by Jabba to free Ziro from the Galactic Republic and then later on hired by Jabba to kill Ziro.

The tag is Hutt Cartel, right? It isn't Jabba's Cartel.

Also, I thought the IG86s (who were part of the gang to free Ziro) were hired or owned by Jabba or Cad, not Ziro.

Wookiepedia says this

"Later on, three of these droids were used by Cad Bane during his capture of the Senate Building. They bore similar Black Sun markings as those employed by Ziro the Hutt, suggesting that they might have been the Hutt's personal property and not Bane's. "

I'd still argue though, that this job was for the Hutts' as a whole, and under Cad's lead. I think they're more legit 'Hutt Cartel' than a some of the characters given the tag.
