Mod fail..?

I have a triangle mod (mk III-A Defense Holo-array) lvl 15, Primary stat is 15.5% Protection. I can't get the protection to register? The other stats get added to the char but not the protection.

Oooooh, I never even considered the player level. Its ecco and he's a IV I think. Not sure I ever knew that. Or it was so long ago. Wow, thanks.
