Yes these changes would be great while waiting to amass mods.
There is a simpler way to implement this though...
Restore the guaranteed drop rate from mod-pocalypse and just let us get the mods we need.
My experience is only mine, but I only farm mods sporadically...the rarity doesn't encourage me at all, but certainty of getting a mod would.
Then the need to shift declines...
