If I went to use the Mod recommendation, would it recommend Mods based on the event/mission or what it Just recommend mods that best suit that character in general.

You could test this by seeing what is recommended in general and what is then recommended when going to that mission.
I have never tested it, but very certain mod recommendations in game is just a generic suggestion which is often not super helpful.
There are a lot of good specific mod suggestions on discord. The mission you are asking about have some very specific mod targets and suggested order of play for max success.
