I'm not 100% sure on what the cutoff time is, but I believe it's based on swgoh.gg instead of the in-game join period. This is because I've made changes to my characters (mods/gear upgrades) up to a couple of hours left during the 24-hr join period, but those changes were not reflected during the defense phase. Looking at your opponent's roster is a 100% up-to-date view of what they have, but that will not be in-sync with what they have during the 3 rounds up to the next join period. During each join period, your available roster will update for the next 3 rounds. This allows for you to fight opponents who have already succeeded the gp limit for your particular division, and they will move up to the next division after the season ends.
A method of sandbagging with mods could be that they removed all of their mods off every character, took a major massive loss during the first 3 rounds given that they will have no mods equipped, then re-equip all of their mods before the next 3 rounds. This could let people play in divisions below their gp level. There might be a limit that prevents this, but I'm not familiar with it. Correct me if that is the case.
