Speed has always been the premium stat in this game. Instead of reducing speed, Mods should be enhanced in other ways. Boost tenacity and let the primary roll on more than 1 mod. Increase offense stats so that hitting harder becomes more important than less power but multiple hits. Make critical avoidance appear on mods that don't compete with the speed primary.
The rng is part of the game, but it shouldn't be too punishing.

People ARE spending money on gold rolled mods with speed secondary. They sure the heck aren't getting lucky with mod challenges. The refresh is a mere 15 crystals. Refresh until and gold mod comes along with speed secondary, purchase it. Hope it rolls speed. Repeat until satiated.

EA has already shown us that they have absolutely no problem nerfing something that people have poured a tremendous amount of resources into.
How many people spent money farming mods when they had a 100% drop rate and gave ridiculous boosts to stats? I don't think anyone would be excited about spending money on +5.88% offense or +11% defense if that's what the original stat was.
I am sure they spent plenty of money. But there is also a hard refill cap for cantina. So it's not like it was limitless. These mods you're seeing now, aren't the ones from the opening mod weekend.
This change would be different. These mods sell for ~30 a shot. That is a significant purchase for the hopes to get a perfect roll. Do you think each purchase made the "op" speed secondary?
Additionally, if offense and defense mods mattered, like at all, maybe we would see variety. Right now, only speed matters. That's the crux of the issue. Make all stats matter.
