So what your saying is getting the best mods is luck. And if you don't have that same luck then EA needs to nerf the secondary speed mod stats? You do know there are countless other games that do this right? There are countless other games where you have to run a dungeon for endgame gear. Not everybody gets the endgame gear they want when they run a dungeon, but others do. So by your logic that means nerf that gear cause they were lucky and you weren't.
Yes, the mods are luck. Getting a specific mod shape to drop is luck. Getting a specific set of secondary stats is luck. How is it not? If it's not luck then tell me how you influence what secondary stats you get? I've played WoW at a pretty high level up through Lich King and I've played quite a bit of D&D, so I get how RNG works and how it takes time to farm up gear. When the gear does finally drop it's always the same. When another Rogueand I finally got Illidan's dagger after let's say a dozen BT clears back in the day, his dagger was not different from mine, same secondary stats on it. We were only 2 of the Rogues in our guild that had it because of drops and that's just how it worked out. Mods do not work the same way, no 2 Mods seem to be the same. I have several arrows with 30 speed on it but none of the secondary stats are the same. When it comes down to min/max'ing your characters it gets a little ridiculous when you have no idea what you're going to get. Not to mention you're going to spend $300K to upgrade a Mod and it may have nothing on it that you need to make a new character competitive.
My real feeling on Mods is that EA needs to tweak the whole Mod system. Aside from maybe the Crit Damage set bonus, the set bonuses are less important than the secondary stats. Why have a category of "Speed" mods when you're better off getting a set of Potency mods with big speed secondary stats on them? It doesn't make sense and defeats the purpose of even having different set-types. Ideally, in my opinion EA should buff the set bonuses to make them meaningful and reduce the secondary set bonuses. Otherwise, why even pursue a specific set of mods when all you really need are individual mods with the right bonuses on them? As another example, I'm trying to get my Rex to be as efficient as possible at resisting debuffs so he can cleanse the squad, so I'm getting his tenacity as high as possible. If you don't have the plus mod with the 24% Tenacity on it then it's a useless quest as the set bonus is still rather marginal in comparison. Let's ignore the fact that even at 93% Tenacity he still regularly gets ability blocked more than he resists but that's a different conversation. LOL
