So they lower the drop rate and double the cost to level them. So it gives the whales an even bigger chance to get ahead. First time I have thought this game is beyond saving.

I worked in the games industry as a developer for a much more successful company than cg and quality assurance was always the md's highest priority. Then they were obtained by a company we all know and hate. The quality dropped away and the md left and started another company that did rather well. The original company no longer exists.
