Limited resource meaning crystal, the most efficient way would be to buy resources at the cheapest price, both being useful.
The best use for crystals is to buy the cheapest refreshes of energy for each energy. So you can buy everday:
regular energy for 3x50
fleet energy for 3x50
mod energy for 3x50
cantina energy for 3x100
All are awesome. Now let's say your question means you don't have the crystal income to buy everything. Let's assume that you didn't unlock every character in the journey guide. Then relics are arguably more important in order to gear prerequisites, especially because you will unlock characters that would improve your income faster (Exe/Prof will net you crystals in fleet arena, GLs will allow you to improve your passive crystal income going higher on the gac ladder, Jabba will get you mods every month via Smuggler's run...). But only Relic prerequisites characters to the required level (or characters that you unlocked thanks to prerequisites characters because they are great). Exceptions should stay exceptions and only because it makes a huge difference. The less you spend the more you can spend elsewhere.
Now about modding: working on mods doesn't only mean slicing/calibrating. You first need to build a strong mod roster by farming new mods. Then only slice/calibrate your great mods. It will be less efficient short term but much more efficient long term, as you will not devote resources to improve meh mods that will be replaced by better mods later on.
