Mods with colors (gray, blue, purple, gold)
May I assume that a 1-star purple mod at Level 1 will have higher stats after upgraded all the way than that same 1-star gray mod at Level 1?

I THINK that's how it goes. We haven't had an official "how this REALLY works" from the devs yet. @ShaolinPunk is correct though. We think that's how it works.
