They pay guys whose responsibilities include reading these boards. Think Teebo, he would be top bug to fix forever but they already know it. Put it in a ranking and everyone would point to it but game designers are thinking the bug resolves their game design flaw of making Rancor too easy w potency mods. They can't say it, they don't fix it and people get more and more angry pointing out that's it's the top bug the community wants fixed for 6 months straight.
And so on.
Trying is better than doing nothing at all
