Sandbagging, intentional or not is definitely not cheating.
It isn’t much fun to go against, but there has never been any word from CG calling that cheating. Where do you hear it was cheating?
While some guilds do it intentionally, probably the overwhelming majority of guilds that go into TW with less than 50 are not doing it intentionally.
