The highest speed secondary seems to be 25.

So a 30 speed arrow, plus five 25 speed secondaries, plus 17 from the speed set makes 342.

Has anyone gotten their TFP over 300?

"Base speed" matters. So, no, he's not, unless he has droids and/or jawas under his lead.
