Tewa is broken

Can you point out where his leader ability states that all New Republic characters are supposed to counter attack?  I’ve read it several times and don’t know where you’re seeing this. 

The Dryax is probably the worst raid boss to make a judgement on this. They inflict daze and dispel buffs for fun, so the vast majority of times a character has retribution, they can’t counter attack because they are either dazed or have retribution dispelled when they get attacked. 

I have just done a couple of runs and did see New Republic characters counter when they had retribution and weren’t dazed. 

Also, tagging the developers in each thread you make is cute, but why oh why don’t you wait to see if your issue is at all valid before doing so? 

At the start of battle, New Republic allies gain 50% Accuracy and Critical Damage. If there is an allied New Republic Galactic Legend or there are no other Galactic Legends in the battle, whenever a New Republic ally counterattacks, inflict the target enemy with a stack of On the Run (stacking, max 10).

Whenever a New Republic ally uses a Special ability, all other New Republic allies gain Retribution for 1 turn. Whenever New Republic ally resists a debuff, they gain 100% Potency for 1 turn.

Whenever any New Republic ally counterattacks, that ally deals 50% more damage. Whenever another New Republic ally counterattacks, they gain 10% Offense (stacking, max 50%) until the end of encounter and gain Defense Penetration Up for 1 turn. Whenever an ally counterattacks, that enemy is Exposed for 1 turn.

After the boss attacks, the units don't counterattack, even though they have a counterattack buff. Or did the CG, instead of describing the counterattack, give the counterattack icon a completely different description for a completely different skill?

Watched Vexitron’s video on the Dryax with Teva Lead, Drogan, Ward, Zeb and R5 team.  It is pretty repeatable and consistent.  The Dryax triggered all allies to counter when allies had the green stock market bent arrow.  Zeb does not counter because he is dazed.  It also has to be the smash not swipe or when the Dryax roar attack.  I have used this strat and it’s consistent.  The timing has to be right and watch the cats cooldowns.

So the leadership says they gain retribution. But retirbution isn't guaranteed to counterattack if the enemy applies certain debuffs to prevent the counter attack.

As I mentioned, you're basing your evaluation on a raid boss that clears buffs and applies daze in most circumstances. When things lineup they do counterattack, so there's no issue here.
