I was so excited to 7* Palpatine, but even at 7* and gear X and maxed health and defense mods he can get wiped in just 3 hits if Biggs goes first, calls an assist, and Wedge.
An empire team can't 3 hit kill Biggs or Lando or ST Han, let alone Baze or Chirrut!
I don't advocate for Empire to be OP either, just some balance to the force because all these OP Rebel teams are making the game not interesting and not fun.

I agree Empire doesn't need to be OP, just a balanced force to counter OP Rebels. So would Empire be considered OP if that happened? Or would every other faction be considered under powered? Probably a mix of both.
