I guess it depends on your fleet shard and your overall GP.
Bistan, SRP, K2, Cassian, Jyn all are toons rarely used outside of TB. Definitely low priority. G8-G9 Phoenix is not cheap, but at least more likely due to their being needed for Thrawn/TB/etc.
R1 toons/ships were rarely seen in fleet (esp Bistan) until Falcon came along. So it's not like anyone had any reason to be working on these toons if they had better things to be prepping for.
