The reason why there is limited characters for the RAID is because there are only certain characters that were in Naboo. They are trying to keep to the story instead of adding characters that weren’t part of the story.
Lore accuracy is a side benefit of restricting the design space to make development more efficient. The more characters they allow, the more testing they have to do to make sure there are no undesired interactions. That's why there are limited characters.
