The reason why there is limited characters for the RAID is because there are only certain characters that were in Naboo. They are trying to keep to the story instead of adding characters that weren’t part of the story.

I only remember 2 Jedi on naboo for the droid invasion.
They limit the characters so they can "tune" the raid to a sub set of units instead of trying to stop all the op teams from trivializing the raid.
