Need help in getting my son's account linked to an email

At this point I don't know where to turn to. Apparently CG or EA has some policy that if you're young (not sure where that was entered to begin with), then you cannot see guild chat and you cannot link to an email address. The former I can understand, but the latter makes no sense at all! My son is 12, has a 1.6m GP account that he's been working on for a year and a half. We want to get him a new phone but he will lose all the progress he made. Where can we turn to get his acct linked up so it can be transferred to a new phone?
