But seriously any new content will be behind a huge financial barrier so they can profit. If people can pass a ship raid with their established ships then CG makes much less for their product since people dont have to pay to reach the next level.
The heroic raid will likely require the new capital ships to complete the raid meaning to even get 2% in a phase so that will encourage everyone to get them asap and thus encourage spending.
