My point was that they gonna cry about the changes not being the right ones
Absolutely, they could randomly choose 15 characters and just give us the gear to get them each to relic 9 and people would complain that it wasn't 16 or that x character wasn't included.
That isn't me claiming cg doesn't have a lot to do, that they promised us. But it is a realistic outlook on how many players will respond with whatever they do.
