new DVDE FDC broken already?

went into squad arena to test is vs a GLAT with the wordy tank to see and she would counterattack but DVDE would not take his bonus turn for the out of turn? how is something this new already broken. it worked before but swapping GS for ATF who has 0 anti turn stuff in her kit and it does not work properly?
