What i meant was, old Ben fully upgraded +23 SHOULD only be turn 6 (138 speed) but he acts in Turn 8.
You've got that backwards, but your overall point is right. Turns (as most of us discuss them are referring to number of speed loops until a toon reaches 1000 turn meter and moves). As such, turn 6 is faster than turn 7 and faster still than turn 8
Obi should be turn 8 but is acting in turn 7 at the moment.
