It was said by CG-something sometime before summer I think (Im not sure about the who & when but I remember it was a dev & he/she was pretty unambiguous) . In any case, I agree it would sure as hell be more faithful lore wise to include hermit yoda, but even if things changed I do also believe that it would be one hell of a requirement because guild event tokens rack up really really slow
Also to be clear Im not saying it's going to happen tomorrow. I was thinking of december the soonest up until the next summer. I think a solo legendary is going to come sometime sooner than that. And an Old Republic revan-like journey also is probable in my head but I believe a legendary would be more realistic. Who knows? A knight fall event for anakin would surely be the most fun for me as I like the clone wars era a bit too much
