If you're not already, use all your different teams on the first few battles. By the end of each battle, a few of the characters should have some TM left, so they won't get out-ran by characters like Wiggs.
As a bit of advice, I'd suggest using EP against teams with Biggs. Shock shuts him down very hard, which removes a lot of a Wiggs team's potential power.
