New mod slice dropping rates

^ What @Rebel_yell said. Just checked my inventory and I have at least one of everything. Maybe that's enough to slice a mod - for free, on day one of them being available. If not, then I'll see what the true cost is before setting myself on fire over it. Overall, well handled so far and a significant improvement over the deployment of, say, Ships 2.0.
