I believe this is even more ridiculous that requiring all characters in a squad to be r9 (or higher).
The same information also shows that over 40% of those points come from platoons, so each player must contribute significantly fewer than 75M points from combats and deployments.
Oooo so only 45 million per player after platoons. Whew
