Well, if the exchange rate is too low, there's little incentive to buy Chromium packs. I have 15 toons at 7* now, with two more almost finished. That means the odds are pretty high I'll pull a duplicate from Chromium. Those odds will just continue to increase.
If the exchange rate of surplus shards is low, the effect would be that the game basically punishes people for getting too many characters maxed out. That would not be a good way to get them to spend even more.
And keeping the game alive and fun is a lot about keeping people spending. :)
