Then everyone would spend energy to farm easy to get chars then use the extra shards to get hard to get chars. That would defeat the purpose of rare chars.

You mean the part of "I can exchange it for 1 shard of someine that comes from the same shipment or farming location", right? Problem is there are some characters avaiable from more than 1 shipment or farming location. So what @davida8546 said is still right IMO.
