Some of them do. I don't think the Dark Side Starter Pack (the one with Oppress, Dooku, or...... Ventress? I think?) comes back around, but the rest come when an event happens that requires them. The Jedi pack, specifically, comes around once a month when the Yoda event happens.

The dark side pack and droid pack never comes back
