Nihilus dodges attacks that can't be evaded?

Question

was just doing the Sith raid on P1 and Nihilus dodged "Overpower" by Savage Opress, which specifically states that it cannot be evaded when the target has less than 50% health (which he did, at around 30%).

Am I to assume that this clause of the ability doesn't apply to raid bosses or is this a bug?

Definitely an argument for non evasion below 50% but if you want them to look into it you need to file an official bug report. They don't look at them here.
